===== On the DELEM-B-654 Incident =====

The Cartographers' Guild has been made aware of the destruction of a Guild-approved survey drone commissioned by the Prismari Industrial Association to survey the life-bearing planet, DELEM III. The drone was shot down by a Kallimari squadron authorised to protect the planet. Despite a message being sent to Squadron Commander Thealynara Veeris warning of the drone's arrival, the drone was shot down after entering a Kallimari exclusion zone around the planet. The Guild was not aware of the exclusion zone prior to approving the drone. 

These actions have resulted in the loss of a survey drone and a Class 4 AI. The Guild is currently in active discussion with the Kallimari government and the P.I.A. It is hoped that an understanding will be reached.

===== Statement From the Sky Marshal Regarding the DELEM-B-654 Incident =====

Recently, the Executive Council of Kallimar approved a 500km exclusion zone above sea level on DELEM-B-654 III, in order to protect the as-yet poorly understood biodiversity on this planet. This zone was first enforced in response to concerns that corporate interests might attempt to exploit this world, doing harm to it in the process. At this time, we remain confident that these concerns are justified and have no intent to withdraw the exclusion zone.

While the People's Army of Kallimar understands the reasonable concerns that our colleagues across the stars might have with the deployment of military assets to accomplish this objective, we strongly believe that their use was justified in this instance. Our officers clearly communicated the exclusion zone to all entrants to the DELEM-B-654 system, provided clear avenues for access to the zone through communication with the Commanding Officer, and attempted to enforce its violation by redirecting or collecting the drone. While this failed and the drone was lost, it is still my firm belief that all officers of the People's Army acted to the highest level of our expectations for them.

We will review our process for clearly communicating expeditionary postings outside the Xiess system to our interstellar colleagues to attempt to ensure that a similar incident does not occur in the future.

===== Has Kallimar gone too far? Statement from Director Onyx Guise about loss of P.I.A. Survey Drone =====
 
Recently, the Prismari Industrial Association, the largest off-world mining company in contemporary history, has announced the loss of one of its top-of-the-line Survey Drones in the DELEM-B-654 system due to the intervention of hostile Kallimari expeditionary forces. The Survey Drone, piloted by a Class 4 A.I, was a part of a joint P.I.A and Cartographers' Guild mission aiming to research the organic intelligence found inside of the system. 

Director Onyx Guise, CEO and Main Chair of the P.I.A., made a public announcement shortly after the incident:
"My good friends and associates. Tonight, I unfortunately bring rather grim news from DELEM-B-654. The joint P.I.A. and Cartographers' Guild research agreement has been violently intruded upon by unwarranted and illegal Kallimari military action. I am afraid of the confidence the Kallimari state has shown in declaring a complete “Exclusion Zone” in a neutral and unowned area of space. All P.I.A. and Cartographers' Guild attempts in contacting and negotiating were alas only met with missiles and weapons-fire, as this day has shown us all.

If we let the Kallimari state hold a complete monopoly on violence, I shudder to imagine the next steps Kallimar will take in reinforcing its stranglehold over our galaxy. I will not be idle as I see vast armies attempting to contain our joint ventures in science, research and exploration. I ask you my friends, is this the kind of galaxy you would like to live in? I urge the governments of Corico and the Thousand Colours Moon to reconsider their diplomatic positions to Kallimar. 

As such, I announce tonight a new security budget for the P.I.A., to be launched simultaneously amid renewed talks of a security alliance with the governments of the Thousand Colours Moon and Corico. In this, we shall aim to provide adequate mechanisms of scrutiny and accountability against any further illegal Kallimari military interventions."

===== System Surveys =====

The following systems have been surveyed this quarter:

Survey data has also been made public by Kallimari authorities on the [[survey:do_loris|Do-Loris system]], named after the Android first sent to survey it.

Following a review of nearby systems, and utilising survey data from previous quarter surveys, the following systems have been identified candidates for first-phase exploration:
  * ADARI-F-457: Binary star system, with high number of planets. Potentially life-bearing conditions across four planets. High mineral content, notably plutonium-based ores, in other planets.
  * ONDOL-G-332: Pulsar system with rotational period of 18.564 Ms. Colours of orbiting gas giants indicate high quantities of dissolved structural metals, including iron, chromium, nickel, titanium, tungsten, and molybdenum.
  * PHENA-E-008: Class G main sequence star. Recently developed experimental near-system imaging techniques have captured images of a dome-like structure on the planet surface of PHENA-E-008 III.

Following feedback from Guild members, we have decided to let you vote for the names of systems once they have been surveyed. Writing out these long strings of letters and numbers is bothersome and detracts from the identity of the system. In the next Quarterly meeting, Dr. Morophos will collect your votes on what to call the systems we have so far surveyed. Please be aware that systems with sapient life will be referred to by the name given by its inhabitants. Any ties or disputes will be overruled by Guild leadership. We will not tolerate any disrespectful names.

===== New Colony Established =====

Due to the expeditionary work of Squadron Commanders Velraisil Selet-Alathemanay and Satom Tas-Alathemanay, a new colony for the People's Army has been established upon the planet Do-Loris III. In an interview with Squadron Commander Satom, he revealed the colony was being built faster than expected, and should be fully operational as a Kallimari outpost within half a year.  A spokesperson from the office of the Vice-marshal Roran Selet-Alathemanay commended the colonists for their "tenacity and achievement, befitting the ideals of Kallimar".

Tonight I ask for the galaxy to hear my story. My name is not important, what I experienced however is. I am a former P.I.A. employee, stationed on board the Prismari-27 Mining Complex. The P.I.A. are not what they seem they are. Their prosperity is built upon our backbreaking work. We have no say, no voice and no power against what they constitute as "fair". I barely managed to leave the Mining Complex myself to tell you all this, and at a great personal cost. 
I know you have no reason to believe me, but you have no reason to believe them as well. Launch an investigation into the P.I.A., get our voice, our REAL voice, then you may judge for yourself.

Good day, not many of you know me very well, but that is fine it’s not much of a problem, we’ll just start from the beginning dears. 
Hello, I’m Tavi, Elder Tavi Yondaff. I have come bearing quite some news from Corico. We negotiated or I think a better way to say this is began negotiating with the new Selethyan arrivals on Oasis! We started off on a rough patch of dirt with our new guests, that is unfortunately the best term I can use without concealing the truth to you dears. 

I know many in Corico might feel concerned, or a bit apprehensive about this, so am I truth be told. However, I am absolutely determined we can resolve this in a peaceful and diplomatic fashion, even if some may call that a bit optimistic. What we need to very much keep at the forefront of our mind dears is to balance the wishes and needs of the Selethyans with our own ones! Oasis already has a native balra population and well it wouldn’t be right to ignore their wishes as well, right? A suitable compromise always meets somewhere in the middle, and I’m sure we can find it soon!

In a unforeseen turn of events, many experienced researchers around the Nation of the Curved Leaf have announced that Fathomless Depths, Head Researcher of the Nation of the Curved Leaf, has officially abstained from all her political responsibilities.
Interviews around the nation tell of this being a commendable loss, wishing upon Fathomless Depths much fortune in embarking upon her own personal research and scientific break-throughs.  

The nation is at present time bracing for re-launching the process upon which a new Head Researcher may be selected who has enough experience, competence and vision of the goals of the Nation of the Curved Leaf's pursuit of knowledge
Amidst nominees to fill the now vacant position if Head Researcher, many researchers have begun backing a candidate endorsed by the powerful lobby group colloquially known as the 'Thermo-Barons'.

A march through the capital is a dangerous thing. Tensions flare, emotions are high, and recently, it came to a critical point. We, as the Elders of the Nation of the Eternal Sky, believe everyone has a right for their voice to be heard, but an undisciplined protest does more harm than good. Protestors rioting in the alleyways of our nation's great capital causes more harm to the people than anything else, and it was only thanks to the vigilance of our security forces that the ringleader was apprehended before further harm could fall.
